How can you tell if your dog/puppy has skin cancer?

My 1yr old Chiuaua has spots on her belly that werent there b4. My dad doesnt want her in the house so we keep her outside could it be a sign of skin cancer because shes all ways in the sun, or could it be something else. Please im getting worried
