Try rubbing some .1% cortisone on it, for a few days.  I have a pug who is prone to allergies and chaffing.  But she also had a staph infection on the skin.  She has issues (lowered immune system). No problems after we switched to Solid Gold kibble, and after we were done the antibiotics.  She is a little tubby in those places, so anywhere warm and moist, she gets chaffed. Be sure he has a bath before you start  (food particles may be in his fur)  What you have to do is become a detective and keep a log.  Then slowly add things to his diet.  There are non-allergy pet kibble out there.
